Fatal Frame: Maiden of Black Water

custom video target bitrate and changeable rate control method!
original bitrate caps to 8000kbps is ugly for recording. video bitrate can be changeable for user's desire. suggested 8000 to 50,000 changeable bitrate values. changeable rate method can be add like CBR, VBR and CQP.
