Why do i have to set recording behavoir for each and every game?

what if, generally, i dont want the pop up when i start a game? why cant that be the default, unless otherwise asked?

the game dashboard is a terrible, frustrating addition. its made even worse by the fact that i have to go turn it off for every game i play and there is no general setting for it across all apps
