There are some games where a higher bitrate is necessary due to faster movement such as fps which end up having alot of artifacting at lower bitrates while other games such as mobas look find due to the lower screen movement.

Having per game settings would allow you to get higher bitrate in the games you need them in and lower in the ones you don't, saving space and improving replay quality.
